India Adams-Jacobs appointed as assistant city manager
CHARLOTTESVILLE, VA – The City of Charlottesville is pleased to announce the appointment of India Adams-Jacobs as assistant city manager. She will oversee the city’s infrastructure portfolio, consisting of Information Technology, Parks and Recreation, Public Works, Sustainability, and Utilities.
“India brings significant experience, strong leadership, and a commitment to public service to the role of assistant city manager,” said City Manager Sam Sanders. “Her appointment strengthens our leadership team and positions us well to continue advancing the City’s priorities and delivering high-quality services to our community.”
She brings more than a decade of experience in municipal, county, and state government, with a background spanning financial management, strategic planning, community and economic development, land use, and organizational leadership.

Adams-Jacobs most recently served as town manager for the Town of Bowling Green and previously served as town manager for the Town of Colonial Beach, overseeing historic economic development efforts and capital infrastructure improvements in both roles. Her career also includes serving as assistant city manager for the City of Delray Beach, Florida, and assistant to the city manager for the City of Petersburg.
Adams-Jacobs holds a Master of Public Administration and a Local Government Management Certificate from Virginia Tech. She also holds a Bachelor of Science in Public Administration from George Mason University, a Project Management Certificate from the University of Washington Tacoma, and is an International City/County Management Association (ICMA) Credentialed Manager. She was also nationally recognized by the National Academy of Public Administration as a Local Gov 250 Champion in May 2026 and serves as president of the Virginia Local Government Management Association (VLGMA). She is a 2022 graduate of the University of Virginia’s Senior Executive Institute.
“I’m excited to step into this role and help lead the City’s infrastructure portfolio forward,” said Adams-Jacobs. “From Utilities to Public Works to our parks, these are the services residents count on every day, and I look forward to strengthening them alongside a dedicated team.”
Outside of her professional work, Adams-Jacobs enjoys spending time with her family, helping mentor the next generation of the profession through her work with the VLGMA, coaching, and traveling. As a former Intern ICMA Management Fellow with Albemarle County, India looks forward to reconnecting with the Charlottesville community and regional partners.
Adams-Jacobs begins her new role September 28.
